FIX7 P0 — Next Production Decision Packet (2026-06-12)

The production-readiness surface scoping lane is complete (surfaces inventoried, CI/deploy inventoried, rollback/rehearsal designed, blocker map produced, 442..461 fold applied). Production itself remains separately gated — none of the production blockers is resolved.
