FIX7 P0 — Owner/Operator Post-Fold Pre-Execution Decision Note (2026-06-12)

Status line

  • Implementation execution: NOT AUTHORIZED.
  • Production: BLOCKED.
  • Next possible decision: ONLY AUTHORIZE_IMPLEMENTATION_EXECUTION_NO_PRODUCTION, if the owner chooses, after OPT-4 + production scoping.

What the fold changed

Consolidated TKT-OBJ-225..441 (217 objects, 15 lanes) into the canonical registry JSON (KB rev22 / logical rev21), registry MD (rev23), and 00-index (rev115). Governance bookkeeping only — it does not authorize or perform any execution. Backups + rollback proven; reversible.

What it did NOT change

No production, no PG/Directus/system_issues, no implementation execution, no REAL_RUN/QT001/permit/ activation/repoint/cutover. N7/N8/P7 and all T1 dry-run verdicts untouched. The owner default remains HOLD.

Decision options for the owner (unchanged by the fold)

  1. HOLD (default) — do nothing further. Recommended until OPT-4 is granted and production rollback is scoped.
  2. AUTHORIZE_IMPLEMENTATION_EXECUTION_NO_PRODUCTION — only after:
    • FIX7-P0-PLAN-EXEC-AUTH-1 (owner OPT-4) is granted, and
    • FIX7-P0-DRYRUN-PROD-ROLLBACK-1 (production rollback proof) is scoped by the operator. Then a separately-gated execution macro runs the hardened dry-run validator first; production stays out of scope.

Standing blockers (owner/operator only)

  • FIX7-P0-PLAN-EXEC-AUTH-1 — owner OPT-4 implementation-execution authorization.
  • FIX7-P0-DRYRUN-PROD-ROLLBACK-1 — production rollback proof (operator).
