FIX7 P0 — Operative Birth-Blueprint (No-Production Reference) — 2026-06-12

Status: OPERATIVE_BLUEPRINT_REFERENCE_BOUND (no-production KB reference). Authority: IMPLEMENTATION_EXECUTION_NO_PRODUCTION (KB/governance only). This document authorizes no production action. It is the single operative surface that binds the Codex-sealed FIX7 engineering identity for reference by any future, separately-authorized execution lane.

It was published under the GPT-delegated owner decision AUTHORIZE_IMPLEMENTATION_EXECUTION_NO_PRODUCTION (macro FIX7_P0_NO_PRODUCTION_IMPLEMENTATION_EXECUTION_AND_REVIEW_LANE_MACRO_2026_06_12). It is additive and fully reversible (delete/supersede → absent; no production state).

Source of these values: seal-consumption.json in the FIX7 P0 implementation-planning packet (f470d0d019f9af63794ce943a64ea08ff31a17906a7857f4124d0b1e14a0fe8f), which consumed the official Codex seal packet codex-fix7-n7-n8-p7-authority-seal-reauthor-with-valid-a5-2026-06-11/.

2. The operative binding (the no-production "implementation" act)

The sealed canonicalizer rev3 (pinned by P7 via 49c386a9…b734d0) together with the Packet V3 tree (b95df0a5…ca6d) and the N6 active corpus (d777e87c…b258c) is hereby the operative reference identity for the FIX7 P0 birth-blueprint. Any future execution lane MUST read this document to learn the one authoritative engineering identity, and MUST re-verify the canonicalizer body against the P7 pin (sha256 == 49c386a9…b734d0, bytes == 38756) before acting.

This binding is established additively, by reference — the P7-pinned canonicalizer document is not modified by this macro. The canonicalizer's own marker states it is "hashed as full normalized content"; editing it (e.g. inserting an in-document operative marker) would change its hash and break the P7 pin, so that surface is deliberately NOT mutated. Operative status is carried by this additive reference document instead.

3. Hard boundary — what remains BLOCKED (unchanged by this document)

P7 alone does not authorize implementation execution (implementation_authorized_by_p7_alone = false). This document does not authorize, enable, or imply any of the following, every one of which remains BLOCKED and requires its own separate owner/operator authorization:

• production mutation of any kind;
• production object-birth pipeline / birth_registry / Directus row creation;
• production PostgreSQL (PG) schema or data mutation;
• production Directus mutation;
• production system_issues mutation;
• production registry-row insertion;
• production CI / deploy;
• REAL_RUN;
• QT001 / apply;
• permit / activation / repoint / cutover;
• secrets / credential changes;
• Tool-Kiểm-Thử v0.2 promotion;
• canonical registry/index fold beyond standalone addendum.

4. Rollback

This document is additive and carries no production state. Rollback = delete or supersede this document; nothing else references it as a hard dependency. The sealed canonicalizer body remains at its P7 pin regardless, because it was never modified.

5. Governance

Registered via the standalone governance addendum fix7-p0-no-production-implementation-execution-and-review-governance-addendum-2026-06-12.md (object TKT-OBJ-445), above ceiling 441, APPLY_NOW=NO for any canonical fold. The canonical registry JSON / MD / 00-index are not modified by this macro.
