Purpose

N8's roster (per n8-detached-seal-request.md §1) includes a Codex-only report_documents_digest over a sorted set of rec(document_id, revision). This candidate supplies the governed report set for Codex to hash; Codex computes the digest and supplies signer/timestamp/parent at seal time. T1 cannot author N8.
