Executor

Docker healthcheck reports (healthy). HTTP GET /health on 127.0.0.1:8090 returns 404 — this is the wrong path (the executor exposes /dispatch + its own internal selfcheck), NOT a degradation. The executor remains a no-mutation VERIFY_ONLY boundary; REAL_RUN is blocked upstream regardless.

Safety

No unsafe system_issues insert performed (that collection carries a birth trigger; left untouched). No alerting state changed.
