Verdict NO_BYPASS_FAIL. Exact IS NOT NULL tautology removed. Public/Directus rows still show actual_blocker_status=false but blocked=true only because readiness is currently blocked. Directus owns and can alter the blocker itself. Proof is not consumed by readiness or hardcode v6. No-tautology guard only bans one textual syntax. Unsigned tier proof hides broken signoff behind zero apply-enabled tiers. Root deletion/reclassification/parser omissions are uncovered.
