But signoff makes fingerprint circular: adding required binding changes fingerprint and stales CURRENT plan; rebuild changes current plan and invalidates binding. Sensitivity tests only prove strings are included, not perturbation. Manual hardcode inventory remains authoritative, TIER1 signoff is literal, callgraph state excluded, and engine hash uses selected source-text list.
