02 FIX4 Blocker Recheck

Direct v2 object references were fixed, but blockers remain disguised. Writer/driver/builder now call v5 while v5 copies v2 eligibility/full-scan strategy logic. Fingerprint signoff/capability fields exist but signoff is circular. NULL contradiction fixed. Capability and negative proofs became source-text assertions. Hardcode v6 still false-passes. Exact tautology removed but no-bypass remains current-state proof. Full scan routed blocking. PG-hosted hardcode remains.
