09 - Readiness V7 Audit

Verdict: READINESS_FALSE_GREEN_RISK.

Readiness v7 is currently BLOCKED and writer reads it. Public Execute and Directus DML are red. But it consumes false-passing no-legacy/hardcode guards, synthetic capability tests including literal true, and a NULL guard that passes with six NULL rows. Gate set is fixed VALUES; negative tests do not perturb the required failure cases; capability/hardcode coupling prevents legitimate future green. Current block is real, completed automated contract is not.
