The execute branch checks readiness v7, fingerprint v4, tier/signoff v4, gateway, freeze, and permit. But the writer first calls fn_dot_birth_qt001_plan_v2 and uses eligible/collision_count/apply_safe before readiness. The driver also calls v2 directly and contains fixed batch=1000 and runaway=1000000. Writer remains full-table row-by-row with no keyset or resume. Current readiness blocks execution, but the repoint/no-legacy claim is false.
