Live rules contain zero parity/divergence GRANT rules and two divergence BLOCK rules. Divergence can block Tier1/Tier2 and cause a non-apply Tier3 quarantine classification. It does not positively authorize Tier1, Tier2, or apply. All tier rows currently have apply_allowed=false. This narrow pass does not repair rule-governance, signoff, or fingerprint failures.
