Hash excludes rules/signals/signoff/triggers/policy/watermark/full scope. Timestamp/arbitrary plan ID, manual stale refresh, TRUNCATE/full scan/bad divergence, PUBLIC EXECUTE. Block reasons vary but policy is hardcoded.
