Verdict: T1_EVIDENCE_VALID

Evidence confirmed:

  • T1 final short-review checkpoint and all 11 package documents are readable.
  • T1's genuine final-review status before the misrouted approval was DESIGN_READY_FOR_CODEX_FINAL_APPROVAL.
  • P-01..P-04, non-regression, zero/disguised-hardcode, PG-first/native/driven, and feasibility/scale verdicts are mutually consistent with the final reviewed design.
  • NO_REMAINING_PROPOSALS: zero blocking proposals remain.

Codex rejects T1's optional OBS-01 as factually incorrect: evidence_registry has composite UNIQUE(storage_class_item_id,artifact_uri,artifact_sha256), not UNIQUE on artifact_sha256 alone. Therefore equal content hashes across different registry rows are not made unreachable by that constraint. OBS-01 was expressly non-blocking, changes no design rule or verdict, and is not carried into the official design baseline.

After removing that invalid optional observation, no contradiction remains in the evidence used for owner approval.
