Codex independently confirms T1's genuine final short-review status DESIGN_READY_FOR_CODEX_FINAL_APPROVAL, accepts the CP-06 patch and final invariants, and approves FIX7 as the official design baseline for implementation planning/authoring only.

Production implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, manifest activation, and owner/ACL cutover remain blocked and require separate authorized macros.
