All eight T1 corrections are addressed with reviewable artifacts: exactly 27 child-contract DDL contracts, 14 readiness rules, seven hash key-maps, 14 bypass vectors, Directus cutover, Level-B infra packet, T1 dashboard, and same-human quorum prevention.

T1 may focused-review now, but may not implement until focused-review PASS. After PASS, T1 may author/local/isolated/rehearsal only. Live actions remain operator-gated. Level-B infra is OPERATOR_REQUIRED_UNVERIFIED; implementation readiness remains blocked. Directus cutover is no-go until read paths are proven.
