This package closes T1 artifact-publication gaps and does not authorize implementation/live execution. T1 must focused-review first. Stage 2.6B, permits, REAL_RUN, QT001 apply remain blocked. Unknown/missing/extra/NULL/stale/unverified-infra/identity conflict fails closed.

Published: correction matrix; exact manifest envelope + exactly 27 child-contract DDL/negative tests; 14 gate adapter rules; seven hash key-maps; 14 bypass vectors; Directus SELECT-retention/no-authority cutover; Level-B operator packet; T1 dashboard; same-human quorum control; final self-review.

Corrected count defect: prior spec claimed 27 but listed 28. ARTIFACT_KIND is a sealed bootstrap code-catalog family, not a standalone child. Any implementation count other than 27 is FIX7_IMPLEMENTATION_BLOCKED_SPEC_CONFLICT.
