FIX7_DESIGN_CORRECTED_FROM_T1_RP_REFINEMENTS_READY_FOR_SHORT_T1_REVIEW

CP-01..CP-07 are resolved concretely. CP-08 and CP-09 are also addressed. This package removes remaining direct/disguised-hardcode risks in the specification and closes the no-guess gaps for DDL, typed FKs, root catalog, typed operands, thresholds, canonical hashes, Directus reads, and Level-B identities. The RP refinement correction additionally closes runtime-evidence, retention-authority, exact catalog-family/input coverage, constraint-set, retirement-evidence, same-human scope, and Directus observation-completeness gaps.

T1 may perform a short review now. T1 may not implement until that review returns PASS and Codex final approval occurs. After approval, T1 remains limited to author/local/isolated/rehearsal work; all live actions remain operator-gated.

Production remained READ-ONLY. Readiness remains blocked. Stage 2.6B, permits, REAL_RUN, and QT001 apply remain blocked.
