Verdict
CHECK_J_NOT_READY_FOR_IMPLEMENTATION_AUTHORING_PLANNING
A future T1 cannot author the implementation packages without guessing or choosing between contradictory instructions.
T1 must revise the blueprint before Codex can approve authoring planning. Minimum acceptance conditions:
- Replace name-pattern final authority with typed PG-data-driven classification/exact-set proof.
- Reconcile S15/PKG-F stub scope and provide symmetric rollback for every mutation.
- Make G-NOLEGACY phase-correct and non-deadlocking.
- Define an atomic rollback that cannot leave both new and legacy authoritative paths executable.
- Add column ACL and effective-role privilege coverage.
- Make writer/gateway identity and owner expectation explicit per phase.
- Rename
permitto a distinct operator-authorization artifact and preserve all blocked boundaries.
After T1 revises and self-checks cross-impact, submit the revised blueprint and revision report for a new Codex critical review. Do not implement.
