The blueprint keeps birth gateway, Stage 2.6B, registry pivot, REAL_RUN, QT001 apply, and adjacent lifecycle/context layers outside scope. Runtime evidence remains non-authority. Exactly 27 authority surfaces, 11 runtime-evidence tables, 14 readiness gates as DATA, and 7 hash contracts remain preserved.

However, use of the word permit for PKG-E/F/G authorization conflicts with the explicit boundary that permit remains blocked. T1 must rename and scope this as operator authorization, with no ability to open admission, REAL_RUN, QT001 apply, or Stage 2.6B.

Implementation and every live package remain blocked.
