The central model is acceptable: build a parallel owner-isolated qt001_cp control plane, preserve birth gateway as DO_NOT_TOUCH, then separately repoint, cut over ACL, freeze, and deprecate legacy objects. The 27 authority / 11 runtime-evidence / 14 gate-DATA / 7 hash-contract invariants remain unchanged.

The model itself is not the blocker. The blocking issues are in how the blueprint identifies the legacy target set, phases its guards, neutralizes functions, and restores rollback state.

Official FIX7 design approval remains valid. This review does not reopen or alter the approved design.
