Option Beta removes the standalone disposition model. It does not replace it with a structural classifier. Every exact U_legacy member receives one uniform authority end-state driven by sealed #20 roots, #11 closure, #21 desired privileges, approved ownership, and existing activation/rollback contracts.

T1 must patch the blueprint using doc 07, then submit it for Codex recheck 3. The blueprint is not yet approved. Implementation and all live actions remain blocked.
