Verdict

OPTION_ALPHA_REJECTED_WITH_REASON

Option Alpha could be designed, but it is not justified for FIX7. It would add a new policy vocabulary, typed output sink, sealed rule semantics, DDL/catalog changes, conflict priority, body-restore evidence bindings, guards, and likely an additional authority surface or approved expansion of an existing surface.

That complexity does not create a necessary capability. The required safe result is already expressible as one uniform neutralization end-state through approved primitives. Adding a classification layer would increase policy surface, hashing/sealing scope, rollback complexity, and the chance of hidden policy branches.

Therefore no new authority surface, #20 column, catalog family, enum, rule table, readiness gate, or hash contract is approved.
