FIX7 T1 Implementation Boundary

Current gate FIX7_DESIGN_SPEC_READY_FOR_T1_REVIEW_NOT_IMPLEMENTATION. After T1 review PASS, T1 may author repository files, exact DDL/functions/tests/manifests/packets/analyzer and local/rehearsal tests only. T1 must not mutate production, activate/seal, trigger production-owner, open permit/apply, change source/UI, choose alternatives, or improvise missing spec. Spec conflict status FIX7_IMPLEMENTATION_BLOCKED_SPEC_CONFLICT. All live role/schema/extension/FIX7a/owner/ACL/activation/scheduler/repoint/FIX7b/c/rollback operator-gated. Codex re-audit before live FIX7b/c and after deploy. Stage 2.6B/apply blocked.
