FIX7_DESIGN_OFFICIALLY_APPROVED_FOR_IMPLEMENTATION_PLANNING
After the final design-approval review of T1's DESIGN_READY_FOR_CODEX_FINAL_APPROVAL, all six checks pass. The CP-06 hash micro-patch resolved T1's P-01..P-04 to a high standard; the single FIX7 acceptance gate — "H04/H05/H02 byte-implementable; every sub-payload key resolves to a named table.column" — is MET; and no contradiction was found in T1's final review. Codex formally approves the FIX7 design.

- Authorizes next: a separate implementation-planning / authoring phase (
FIX7_IMPLEMENTATION_PLANNING_AUTHORING) may be initiated when explicitly requested. - Does NOT authorize: production implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, owner/ACL cutover, manifest activation, or any production mutation. Each remains BLOCKED until explicitly authorized at its own gate later.
Residual (non-blocking)
OBS-01 — a rationale-prose nuance in CP-06 patch doc 01 ("equal artifact bytes with equal SHA-256 remain content-equivalent across registry UUIDs") describes a case that the UNIQUE evidence_registry.artifact_sha256 makes unreachable. Editorial only; the deref rule and its determinism are unaffected. Carried forward for optional cleanup when the package is written into the official design; does not gate this approval.

This review applied no live SQL, created/mutated no production object, edited no T1 or prior Codex design doc, activated no manifest, opened no permit, and changed no ownership/ACL. Production remained READ-ONLY throughout. Outputs are KB design-approval artifacts only.
