RP-01, RP-02, RP-03, RP-04, RP-05, and RP-07 blocking gaps are resolved. RP-06 and RP-08 are also applied. Exactly 27 authority surfaces remain; 11 runtime-evidence tables are explicitly non-authoritative; new readiness gates = zero; new hash contracts = zero.

P-01/P-02/P-03 are byte-pinned in CP-06 and P-04 is fail-closed in RP-03. T1 may perform the final short-review. Codex final approval and official-design promotion are not allowed until that review returns DESIGN_READY_FOR_CODEX_FINAL_APPROVAL. T1 may not implement yet. Production remained READ-ONLY; all live roles/schema/owner/ACL/activation/Directus smoke/writer repoint remain operator-gated. Stage 2.6B, permit, REAL_RUN, and QT001 apply remain blocked.
