FIX7 Design Correction From T1 RP Refinements

Codex accepted the intent of RP-01..RP-08 and applied the corrections as design owner. Two T1 implementation details were refined:

1. No separate runtime_evidence_object_set is created. Runtime-evidence objects and constraints are enumerated by typed rows in counted authority surface authority_scope_manifest #20.
2. Expected constraint details are not stored as operational JSON. Constraint/index identities and canonical definition hashes are typed #20 rows; each table row carries the exact set hash.

This preserves exactly 27 authority surfaces, introduces zero readiness gates and zero hash contracts, and keeps all runtime-evidence tables non-authoritative.
