P-01/P-02/P-03 blocking proposals and P-04 advisory are resolved. The design is byte-implementable at the previously open H04/H05/H02 boundaries and passes Codex's strict zero-hardcode, zero-disguised-hardcode, PG-first/native/driven, determinism, and non-regression self-review.

This is not final approval or official-design promotion. T1 must complete one final short-review. Implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, and all live mutation remain blocked.
