Verdict

AUTHORING_PLANNING_FAIL

The blueprint is not ready for implementation-authoring planning because an author cannot produce a coherent package sequence:

  • PKG-A must match approved byte-level DDL, but the patch adds #20 schema fields.
  • S09/S12 seed and seal the legacy set before S13/PKG-D author #11/#26/#27 and complete classification.
  • PKG-D is read-only/author-only yet claims output of a sealed set needed by the already-rehearsed/applied earlier packages.
  • S14 ACTIVE state conflicts with G-NOMIXED-AUTHORITY before S15 neutralization.
  • S15 cannot remove effective EXECUTE from owner directus.

Required T1 correction order:

  1. Resolve whether #20/#27 schema changes require an owner-level design correction; do not diverge from approved byte DDL silently.
  2. Move all classification, #11/#26/#27 binding, disposition rows, and hash canonicalization before seal/rehearsal/production apply.
  3. Redesign S14-S16 so PG owner semantics and route-state exclusivity are enforceable.
  4. Define the closed relevance universe and PG home for operator authorization.
  5. Re-run cross-impact, hardcode, PG-native, rollback, and package-order self-review.
