PERMIT_TERMINOLOGY_ACCEPTED_WITH_STORAGE_FIX_REQUIRED

The terminology separation is correct:

  • operator_authorization grants package execution only.
  • qt001_backfill_permit, REAL_RUN authority, and QT001 apply remain blocked.

Remaining PG-first detail: the blueprint calls operator_authorization_artifact machine-checkable but does not identify its authoritative PostgreSQL storage/binding and guard query. T1 must bind it to an approved PG authority/evidence surface or explicitly classify it as non-authority evidence consumed by a PG-native authority decision. A filesystem/prose artifact cannot be final authority.
