WRITER_GATEWAY_IDENTITY_ACCEPTED

The patched blueprint separates the new qt001_cp writer gateway from the legacy apply/writer objects and from fn_birth_registry_auto. It pins the new gateway by regprocedure, prokind, source hash, owner, and #26/#27 binding, with phase-explicit ownership.

fn_birth_registry_auto remains DO_NOT_TOUCH. No name pattern controls gateway identity.

Acceptance is limited to identity semantics; cutover ordering and restore-artifact issues remain blockers elsewhere.
