No new runtime hardcode, disguised runtime hardcode, or regression of the previously accepted PG-first/native/driven runtime model was found.

Construction-authority blockers

• An incomplete executable SSOT forces agents to derive missing production behavior from prose, which is disguised fixed behavior and violates SSOT.
• Named guards against duplicate authority, extractor ambiguity, and marker duplicates are not executable in the artifact.
• The detached seal is mutable content carrying its own recomputable hash, with no independent signature or pinned revision. This does not independently authenticate authority and conflicts with the prompt's revision-bound/fail-closed construction-authority requirement.

These are fixable construction-document authority gaps, not a reopening of the accepted runtime design.
