Assessment

No new substantive runtime hardcode or runtime PG-first/native/driven regression was found; prior runtime-design acceptance remains intact.

Final package acceptance is nevertheless held because authority construction still permits disguised fixed behavior through an unpinned canonicalizer and duplicate/drifting load-bearing contract descriptions. A PG-driven design is not complete when the construction authority can be interpreted differently by different agents.

Required guard

Add G-CANONICAL-CONTRACT-SSOT-NO-DUPLICATE: exactly one active canonical contract identity/version/hash; all other descriptions are explicit non-authority references; duplicate or conflicting load-bearing contracts fail closed and require review.
