Codex did not author a final seal because the anchor procedure is not finitely executable and the canonicalizer authority is not uniquely pinned.

Preconditions before a later seal run

1. Resolve revision-layer self-reference.
2. Pin one executable canonicalizer/encoder artifact with exact identity, hash, invocation, input/output contract, and complete test vectors.
3. Close canonical path aliases and marker consistency.
4. Add and pass the scoped Article-14 no-duplicate authority guard.
5. Re-run all accepted and corrected checks without changing runtime boundaries.
