T1 fixed the prior mutable-marker problem in the correct direction, but the staged envelope is not sealable yet. T1 must provide byte-exact canonical aggregate-hash contracts, bind every authority-bearing envelope field, resolve doc 00/checkpoint self-reference and corpus-status contradictions, and define an actually immutable/detached Codex seal anchor. Preserve all previously accepted runtime/set-separation work.

Do not implement. Do not proceed Stage 2.6B. Do not open permit, activate REAL_RUN, apply QT001, activate manifests, repoint, or cut over owner/ACL. Next: T1 narrow envelope patch, then focused Codex sealing recheck.
