Check B - Codex Sealing of Approved Corpus

Verdict: CODEX_SEALING_NEEDS_T1_FIX

Codex independently verified the current active-member revisions exposed by MCP and confirmed T1's staged membership intent. Codex did not seal placeholder values because the current contract cannot produce one unambiguous, authority-complete seal.

Blocking reasons:

  • Canonical encodings for several aggregate hashes are underspecified.
  • The manifest hash omits authority-bearing fields, so it cannot prove the complete live envelope equals the approved envelope.
  • Doc 00 full_document_sha256 is circular as currently shaped.
  • The proposed Codex-checkpoint copy of record is not bound to an explicit immutable checkpoint revision/content hash or equivalent detached owner seal.

After T1 corrects these points, Codex must independently compute all values and publish the complete sealed envelope. No partial or placeholder seal is accepted.
