T1's set-separation fixes are accepted and must be preserved. The only remaining blocker class is that ACTIVE_AUTHORITY authoring authority is mutable KB metadata without an exact revision/content-hash approval envelope. T1 must pin the reviewed active corpus, bind the affected guards/packages to it, and fail closed on any drift. This is a construction-document integrity fix, not a runtime design amendment.
Do not implement. Do not proceed Stage 2.6B. Do not open permit, activate REAL_RUN, apply QT001, activate manifests, repoint, or cut over owner/ACL. Next phase: T1 narrow patch, then focused Codex confirmation.
