Package boundaries and phase order are usable, and no runtime design amendment is open. Authoring planning cannot yet be approved because the exact ACTIVE blueprint corpus is not immutable/content-addressed. Without that pin, an authoring agent could consume a post-review edit while still seeing valid-looking ACTIVE markers.

After T1 adds the narrow approval-envelope fix and reruns the affected guards, return to Codex for a focused confirmation. Production implementation remains unauthorized.
