T1 correctly fixed the two recheck-3 model defects: the legacy-object, principal, and entry-vector universes are now type-separated, and retained history is syntactically separated from active text. One narrow final blocker remains before implementation-authoring planning: the ACTIVE_AUTHORITY corpus is classified by mutable KB markdown markers/registry/fences but is not pinned to the exact Codex-reviewed revisions/content hashes. A later KB edit could therefore change authoring authority without a new Codex approval.

Required T1 action: create a non-runtime, content-addressed approval envelope for the exact active corpus and make all active-scope/no-superseded-consumption guards fail closed on revision/hash/manifest drift. This must not add a runtime authority surface, readiness gate, or top-level FIX7 hash contract.

Implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, activation, repoint, and owner/ACL cutover remain blocked.
