Verdict

AUTHORING_PLANNING_NEEDS_T1_FIX

Package order and boundaries remain usable, and no new design amendment is required. However, implementation-authoring planning cannot safely begin while the core legacy target guard compares unlike identity domains and the no-disposition guard has an ambiguous document input boundary.

T1 must perform one narrow blueprint correction pass:

  1. Split object membership, privilege-principal evaluation, and entry-vector coverage into separate typed contracts/guards using existing approved surfaces.
  2. Make every both-EXCEPT comparison type-identical.
  3. Make historical/superseded text structurally non-authority and non-consumable.
  4. Re-run negative tests for uncovered vectors, principal membership changes, mixed-type injection, protected-boundary collisions, and attempted consumption of superseded disposition instructions.
  5. Preserve Option Beta and 27/11/14/7.

After that patch, another focused Codex recheck is required.
