Verdict

DISPOSITION_MODEL_REMOVAL_NEEDS_FIX

Normative Option-Beta sections remove the five-value enum, LEGACY_* #20 semantics, classifier/CASE, STUB/body path, manual subtraction, and class-driven policy. This is accepted in substance.

Remaining consistency defect: G-LEGACY-NO-DISPOSITION-AUTHORITY takes “the whole blueprint” as input, but current blueprint checkpoint/final-history sections still reproduce prior load-bearing disposition/STUB rules. The guard cannot both reject those constructs across the whole blueprint and pass while they remain indistinguishable from current normative instructions.

Required T1 fix: either remove obsolete operational instructions from current blueprint artifacts or wrap historical sections in an exact machine-readable SUPERSEDED_NON_AUTHORITY boundary excluded from all package/guard/seal/authoring inputs. The guard must reject semantic consumption, not merely words in explicitly non-authority history.
