T1 correctly removed the Option-Beta disposition/STUB/DO_NOT_TOUCH authority model. The blueprint is not yet approved because its closed-denominator contract mixes unlike identity domains: U_legacy is a set of PG object identities, while the asserted denominator unions PG objects with effective-EXECUTE principals and scheduler/DOT entry vectors. Principals and DOT/vector records cannot receive the uniform object end-state (OWNER TO qt001_cp_owner, unchanged object definition, object ACL == #21), so the exact-set and uniform-endstate guards are not executable as written.
A second documentation/guard contradiction remains: G-LEGACY-NO-DISPOSITION-AUTHORITY says it scans the whole blueprint for no disposition constructs, while the blueprint checkpoint/final-history sections still contain old load-bearing disposition/STUB instructions without an exact machine-readable superseded/non-authority boundary.
Required fix is narrow: keep U_legacy as the typed #11/#20 PG-object closure; evaluate principals as the privilege comparison universe; evaluate scheduler/DOT/entry vectors through a separate bypass-vector coverage guard; and make historical text structurally non-normative. Implementation and all live actions remain blocked.
