Hệ thống có năng lực quan sát tốt nhưng control plane chưa thống nhất. Nhiều registry/view/dashboard đang đóng vai trò “bằng chứng về metadata” chứ chưa chứng minh runtime đúng. Ba lỗi cần xử lý trước tiên:

Quyết định

• T1 có thể tiếp tục viết code/report/test/dry-run cho macro remediation.
• Mọi mutation trigger/function/grant/scheduler/production cần operator/owner.
• Authority policy và back-audit applied decisions cần president/owner.
• Chưa được mở REAL_RUN.

Read-only confirmation

Audit chỉ dùng SELECT/GET/grep/read-only transaction. Không sửa DB, UI, scheduler, service, approval, owner, event, REAL_RUN hoặc Git. Files duy nhất được tạo/sửa là audit report/checkpoint.
