FIX4 is not accepted. Writer and driver directly call fn_dot_birth_qt001_plan_v2; builder reaches it transitively. No-legacy guard misses these paths. Capability evidence is function/view existence. Function-existence negative test is literal true; Public/Directus no-bypass checks are tautologies. Fingerprint v4 has six NULL component rows while NULL guard passes. Authority/evidence rows are mutable and owned by Directus.

Required repair is FIX5: remove legacy planner from complete authoritative path, rebuild dependency/capability/readiness/no-bypass proofs behaviorally, enforce identity/evidence/binding integrity and ownership separation, and remove fixed eligibility-affecting lists/literals.
