T1's 12 DESIGN_BLOCKED findings are resolved by a 14-document spec: exact manifest/child schemas; critical quorum exactly OPERATOR_MIGRATION+CODEX_REVIEWER+T2_HUMAN_REVIEWER, standard exactly OPERATOR_MIGRATION+CODEX_REVIEWER, approvals max 24h; 14-gate exact readiness denominator and 14 bypass vectors; exact signoff/evidence/capability lifecycles; seven domain-separated SHA-256 contracts; analyzer trust/dynamic-SQL contract; exact shared-writer/exclusive-activation control_epoch protocol; fixed Level-B workflow/paths/packet/runbook/rollback/boundaries. Self-evaluation 20/20 PASS.

T1 may review this specification. T1 may not implement/live-apply until it returns review PASS. All live actions remain operator-gated. Stage 2.6B, permits, REAL_RUN and QT001 apply remain blocked.
