Checkpoint - Codex FIX7 Design Correction From T1 RP Refinements

Codex, as design owner, applied RP-01..RP-08 after independent validation. All six blocking RP are resolved. Two T1 details were refined to protect zero-disguised-hardcode: runtime-evidence object enumeration and expected-constraint detail both use typed rows in counted authority_scope_manifest #20, not new sets/tables or free-form operational JSON.

Exactly 27 authority surfaces remain. Runtime-evidence physical tables: 11, non-authority. Retention authority: storage_class_manifest #05. New gates: zero. New hash contracts: zero.

Verdicts: ZERO_HARDCODE_PASS; ZERO_DISGUISED_HARDCODE_PASS; PG_FIRST_PASS; PG_NATIVE_PASS_DESIGN_OPERATOR_GATED_LIVE; PG_DRIVEN_PASS; H04_H05_H02_BYTE_IMPLEMENTABLE_PASS; NO_GUESS_READY_FOR_T1_FINAL_SHORT_REVIEW.

CP-06 P-01/P-02/P-03 and RP-03 P-04 are patched. T1 final short-review only; Codex final approval and official-design promotion are not allowed yet. No implementation. All live actions and Stage 2.6B remain blocked.
