Codex changed the copied SSOT CLI error branch to exit 0, regenerated manifest/hash with packet tools, and observed full RERUN PASS plus adversarial 22/22 while missing-doc actual CLI exited 0. This is a load-bearing Article-14/disguised-hardcode proof gap.
