Codex independently reproduced active_corpus_membership_sha256 = f2bda8effc7be19b54722828126b82d7d2d48bee5e5e5dc0c8f347ce210fe251 and accepts the doc 00 self-reference resolution plus blueprint-checkpoint NON_AUTHORITY classification.

Codex did not seal. FIX7-CANON-V1 still lacks exact escaping/rejection and active-section/fence extraction contracts for all load-bearing digests. The envelope schema is not fully closed. The detached seal is circular because the envelope manifest binds the Codex checkpoint content hash while the checkpoint contains the seal that binds the manifest; seal_report_checkpoint_content_sha256 is additionally self-referential.

T1 must provide executable byte-exact canonical extraction/schema and a non-circular detached trust anchor. Preserve 27/11/14/7 and all accepted runtime/set-separation work.

Implementation-authoring planning is not approved. Implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, activation, repoint, and owner/ACL cutover remain blocked.
