Accepted: object-only legacy universe, principal separation, entry-vector separation, uniform end-state scope, runtime PG-first/native/driven design, 27/11/14/7 invariants, and all execution boundaries.

Remaining narrow blocker: the machine-readable ACTIVE_AUTHORITY registry/markers/fences are mutable KB text and are not pinned to the exact Codex-reviewed revisions/content hashes. T1 must add a non-runtime content-addressed approval envelope and make active-scope, no-disposition, no-superseded-consumption, and authoring-input checks fail closed on any drift. Do not add a runtime authority surface, readiness gate, #20 column, catalog family, or top-level FIX7 runtime hash contract.

Implementation-authoring planning is not yet approved. Implementation, Stage 2.6B, permit, REAL_RUN, QT001 apply, activation, repoint, and owner/ACL cutover remain blocked.
