Seal rejected because the closure packet overclaims deterministic readiness:
- canonicalizer rev3 has no executable N7 encoder and emits only the rehearsal marker;
- N7 A4 says N7 binds N8, while the authoritative DAG says N8 depends on N7, creating a forbidden cycle;
- N8 lacks a complete byte-exact seal roster/order/encoder;
- P7 lacks an exact authority-seal artifact schema/encoding, so a prose-only official pin is prohibited.
Owner authorization is sufficient for the limited seal act but cannot cure these contract defects. Canonicalizer rev3 and Packet V3 tree remain verified candidates, not official authority pins. Implementation and every production/runtime gate remain blocked.
