Gateway SSOT runtime contract is LIVE; shared policy/identity/register foundations exist and are proven; QT live path not worsened; Stage 2 packet ready; canonical docs updated. One risky branch (live gateway integration Option C) is deliberately deferred to Stage 2/T2 review — all safe branches complete.
Open-goal outcome (coherent end-to-end, not just functions created)
- SSOT is real at runtime.
birth_gateway_release_registry+ drift guard + integrity dashboard mean there is one live, fail-closed place to verify the current gateway contract via semantic SHA-256 — not a DOT heredoc. (§2 of the design is now realized.) - Realtime and QT-001 now CAN share one path.
fn_birth_policy_decision/fn_birth_resolve_identity/fn_birth_registerexist, are deterministic/no-write/fail-closed, and reproduce live EXEMPT-skip + REQUIRED-birth behaviour (proven exhaustively over all 168 registry collections + a rolled-back write rehearsal). Policy is no longer implicit across scripts. - Backfill cannot fire by accident. Register defaults to dry-run; permit + ledger are empty (fail-closed); QT-001 gate BLOCKED until 43 identities classified and a permit opened.
- No behavior drift. Live gateway untouched; the contract is provably ≤ live in births for every class (no-worse). Stage 0 freeze + guards all still green.
